According to a number of documents related to the ICT sector, providing for amendments to relevant laws and codes and their application, signed by President of the Republic of Azerbaijan Ilham Aliyev, as of 1 January 2023, Azerbaijan is included in the list of countries where the largest benefits are applied to the ICT sector in the region.
In February, a regional dialogue event Decarbonising Transport in Azerbaijan was held as a follow-up to the project Decarbonising Transport in Azerbaijan in 2019–2022, implemented jointly by the Ministry of Digital Development and Transport and the International Transport Forum (ITF).
In February, an event dedicated to the 100th anniversary of Great leader Heydar Aliyev was held at the Ministry of Digital Development and Transport.
In March, the twinning project “Increasing Road Safety in Azerbaijan” was launched. The aim is to improve the legal and institutional capacity and human resources of relevant government agencies and other stakeholders to better manage and coordinate road safety issues in Azerbaijan, contribute to the reduction of road accidents resulting in death or serious health injuries and socio-economic damage.
In March, a Cybersecurity Center was established in Azerbaijan. The center, which was established to strengthen the country’s cyber security capabilities, plays a key role in the preparation of highly qualified specialists and trainers in this field.
In April, a bus route towards Talysh village was launched.
In April, a postage stamp on the occasion of the 100th anniversary of Great Leader Heydar Aliyev was issued in Russia.
In May, the opening of new technology-based electronic scales at the Baku–Guba–Russian Federation state border highway took place.
In May, a cooperation agreement was signed between Azercosmos and SpaceX. Under the agreement, the sides reached an agreement to resell Starlink broadband satellite internet service in Azerbaijan.
In May, Azerbaijan for the first time was elected president of the International Transport Forum for 2025–2026.
In June, Azerbaijan Land Transport Agency (AYNA) launched a new application for managing BakıKart plastic cards and planning visits.
In July, Minister Rashad Nabiyev visited the Islamic Republic of Pakistan. During the visit, he met with Pakistan’s trade, information technology and telecommunications, transport ministers, and Executive Director of the Commission on Science and Technology for Sustainable Development in the South (COMSATS) and executives of leading IT companies.
In August, Azparking mobile application was launched by Azerbaijan Land Transport Agency (AYNA).
In August, the next meeting of Working Group on Transport, Communications and High Technologies was held in Lachin city.
In September, STEAM and Innovation Center was established at the Istedad (Talent) lyceum in Sumgayit city. The center aims to identify talented students in the fields of mathematics, computer science, robotics, develop their potential, as well as prepare students for local and international Olympiads and competitions.
In September, during the visit to China, Minister Rashad Nabiyev met with Chinese Minister of Transport, director of Railway Administration, director of Civil Aviation Administration and CEOs of leading transport companies Yutong and Zhongtong, representatives of leading logistics companies, Deputy Minister of Industry and Information Technology, leading airlines and representatives of tourism sector, as well as with the management of Huawei.
In September, the first electric bus was launched on the route line in Baku.
In September, 6th Robot Olympiad was organized in Baku.
In October, Aztelecom provided Khankendi and Khojaly territories with an internet backbone and broadband internet.
In October, radio and TV broadcasting was also provided in Khankendi.
On 2–6 October, the International Astronautical Congress was held in Baku. Ilham Aliyev and First Lady Mehriban Aliyeva attended the opening ceremony of the 74th International Astronautical Congress. The congress was attended by 5,404 delegates from 132 countries. President of the International Astronautical Federation Clay Mowry and Director General Christian Feichtinger emphasised that the Baku Congress exceeded all expectations and brought new experiences.
In October, a branch of Azerpost LLC was opened in Khankendi.
In October, the opening ceremony was held for the Holberton School, which started teaching in Azerbaijan at the initiative of the Innovation & Digital Development Agency.
In October, Khankendi, Khojaly and Asgaran received an international telephone code. Khankendi was selected as the center for ATS service.
In November, as an integral part of the restoration and reconstruction work carried out in the territories liberated from occupation, Aztelecom LLC developed a project and installed a network for the application of GPON (Gigabit Passive Optical Networks) technology in 500 houses in Shusha city.
On 16–17 November, an international conference “International Transport Logistics Corridor: Development Impulses from Zangilan” was held. The objective of the conference was to organize discussions between the public, private and academic sectors on the development and expansion of transregional transport corridors and establish cooperation among stakeholders.
In November, the 7th meeting of the Ministers in charge of Transport of the Organization of Turkic States was held in Zangilan.
In November, the regular meeting of the Working Group on Transport, Communications and High Technologies was held in Shusha city.
In November, a collection of statistical indicators “Azerbaijan Digital Development: Facts and Figures” was published with the joint cooperation of the Ministry of Digital Development and Transport (MDDT), the State Statistics Committee (SSC) and the International Telecommunication Union (ITU).
In November, a new grant project in ICT was implemented between Korea and Azerbaijan.
In December, a unified monitoring center for electronic scales was established.
In December, a presentation on the work done and planned projects within the “Mobility Transformation Program in Azerbaijan” was held.
In December, a delegation led by Minister Rashad Nabiyev visited Iraq. During the visit, meetings were held with the Iraqi President, Prime Minister, representatives of the Cabinet of Ministers, and representatives of the business industry, ministers of communication, construction, housing, municipalities and public works, transport, oil, defence, higher education, head of the Defense Industry Committee, chief executive officer of the Communications and Media Commission. As part of the visit, the 3rd meeting of the Joint Commission on trade, economic, scientific, technical and cultural cooperation between the Government of the Republic of Azerbaijan and the Government of the Republic of Iraq was also held. In addition to meetings with officials, a business forum was held with the participation of representatives of Azerbaijani and Iraqi companies.
On December 27, citizens were given the opportunity to visit Shusha city and Sugovushan settlement by private passenger cars.
In December, as part of the Baku City Mobility Program, an in-service electric bus from another manufacturer was delivered to the capital for testing purposes. The main objective is to make the transport system safer, eco-friendly, and reduce emissions into the atmosphere.
In December, the implementation of the project for the construction of bicycle lanes in the city of Baku began.
In December, in order to provide e-services and digital transformation in the transport sphere, a QR ticket payment system was made available to passengers at all stations of the Baku Metro.
