  • Through Aztelecom network

    If a physical person is registered in the apartment, then only an ID card, if he is not registered in the apartment, then the ownership document and ID card (power of attorney);

    If a physical person (individual entrepreneur) is a private owner, ID card, ownership document, TIN, if not a private owner, ID card, lease agreement, TIN;

    Legal entities should apply with a written application (letter), TIN, extract from the state register, lease agreement (if there is no owner) or ownership document (if there is an owner), and a contract is concluded with the client on the basis of these documents.

  • According to the Law of the Republic of Azerbaijan “On Post”, the Ministry of Digital Development and Transport of the Republic of Azerbaijan is the relevant executive authority managing the postal communications sector and exercising state control over it in the territory of the Republic of Azerbaijan.

  • According to Annex No.1 of the Law of the Republic of Azerbaijan “On Licenses and Permits”, express mail services are included in the list of activities requiring a license, and the Ministry of Digital Development and Transport of the Republic of Azerbaijan is the relevant executive authority exercising state control over this type of activity.

  • According to Article 1.0.8 of the Law of the Republic of Azerbaijan “On Post”, postcards, letters, telegrams, money orders, postal wrappers, small packages, secograms, special “M”  bags and parcels accepted by the postal operator for delivery to  certain addresses are considered “Postal items”.

    In addition, we inform you that according to paragraph 1.4.32 of the “Rules for the provision of postal services”  “express mail is registered mail consisting of documents with contents and (or) goods, the reception, transport and delivery of which is carried out in the fastest way from the physical point of view”.

  • According to Article 1.0.1 of the Law of the Republic of Azerbaijan “On Post”  “Postal communication is a unified technological system of facilities and means of transport ensuring reception, sorting, transportation and delivery of postal items to the addressee”, according to Article 1.0.2 “Postal communication services are activities for reception, sorting, storage, transportation, dispatch and delivery of postal items to the addressee” and a license (annex to the license) must be obtained for such delivery facilities.

    Persons organizing their activities inside trade and public catering facilities (furniture and butcher’s shop, hairdressing salons, telephone shops, etc.) grossly violate the requirement of Article 8.0.5 of the Postal Law “To prevent unfair competition and monopoly”. According to Article 26, legal entities and individuals are liable for violation of the requirements of this Law in accordance with the legislation of the Republic of Azerbaijan.

  • According to paragraph 9.1 of the Law of the Republic of Azerbaijan “On Post”, a postal operator must provide postal services in accordance with the relevant standards. At the same time, persons applying for a license and annex to the license must meet the following requirements (conditions) for business addresses:

     

    1.1 A postal establishment shall be organized in a building of private construction or in a non-residential premise with a separate entrance, in commercial or other retail facilities, in serviced areas with completed construction and repair work, office premises (except for the basement).

    1.2. An information board in the state language on the name of the postal operator, mode of operation, contact telephone number and type of activity shall be placed at the entrance to the building (territory) where the post office is located, and an isolated area in commercial facilities.

    1.3. Requirements for a post office

    1.3.1 A total area of at least 20 m²;

    1.3.2. A desk isolated from users by a barrier for receiving, storing and issuing of postal items;

    1.3.3. A warehouse equipped with shelves for storing postal items;

    1.3.4. Computer, printer, electronic scales, code scanner;

    1.3.5. Information on delivery time and volume (norms) of postal items approved by the applicant;

    1.3.6. Tariffs for services approved by the applicant.

    1.3.7. Restrictions on the size and weight of postal items approved by the applicant;

    1.3.8. Information on services (domestic, international);

    1.3.9. The applicant’s website (or mobile app), e-mail address and postal tracking software;

    1.3.10. Relevant contract on the availability of liability insurance;

    1.3.11. CCTV cameras and firefighting equipment to secure the facility;

    1.3.12. A non-flammable safe for storing named items and other valuables.

  • According to the Law of the Republic of Azerbaijan “On Licences and Permits”, as the carrying out of express mail services for which a licence is required relates to a facility, according to Article 19.6.4 of the Law, compliance of this facility with the information specified in the documents attached to the application submitted for a licence, is assessed on site by representatives of the relevant executive authorities. In this regard, an act on the on-site evaluation of the facility (office of exchange) shall be drawn up. In order to carry out an inspection of a postal facility (office of exchange), the applicant must create appropriate conditions for the relevant public authorities.

    In accordance with the requirements of Article 19.7 of the Law of the Republic of Azerbaijan “On Licences and Permits”, a positive opinion shall be issued to the applicant applying for a licence and addendum for the express mail service activity if conditions for issuance of licence are fully met, and in case of non-compliance or partial compliance, a negative opinion is sent to the licensing authority.

  • “Peculiarities of paying taxes and compulsory state social insurance for passenger and cargo transportation by road in the Republic of Azerbaijan, as well as in accordance with the decision No. 40 of the Cabinet of Ministers of the Republic of Azerbaijan dated February 9, 2006 on the approval of the “Rules for applying insignia and special insignia”, insignia and special insignia are issued to taxpayers carrying out passenger and cargo transportation by road (except for taxpayers carrying out regular intracity passenger transportation by road and passenger transportation by taxi in the administrative territory of Baku) by Azerbaijan Land  Transport Agency. Those engaged in passenger and cargo transportation by road must obtain an insignia, a strict reporting form for the next month, quarter, half year or year, for each vehicle from Azerbaijan Land Transport Agency till the end of the calendar month. Vehicles used by taxpayers to transport their employees and certain goods to ensure its business processes are not subject to taxation under the simplified type of tax. A special insignia must be obtained for these vehicles.

  • The initial state registration of a vessel must be carried out within 1 (one) month from the date of launching the vessel, as well as from the date of signing a purchase and sale agreement or bareboat charter agreement or calling at the seaport of the Republic of Azerbaijan. The initial state registration of a vessel is carried out on the basis of an application from the owners or shipowners of that vessel and the following documents are required:

     

    Application form, for an individual, ID card of a citizen of the Republic of Azerbaijan and its copy (certificate of registration of a foreign citizen in the country), notarized copies of documents confirming the state registration of a legal entity, certificate of ownership of the vessel, original or apostilled copy of the document confirming the extract from the state  register of ships of foreign states, document confirming obtaining the vessel IMO number, document confirming  obtaining of the calling signal, act on checking the serviceability of the vessel and its compliance with the requirements of existing international conventions in the field of maritime transport, measurement certificate, vessel’s classification certificate, receipt confirming payment of state duty.

  • In accordance with the “Rules for granting special license for goods (work, facilities, results of intellectual activity) liable to export control” approved by decision No. 230 of the Cabinet of Ministers of the Republic of Azerbaijan dated December 15, 2005, in addition to applying to the State Maritime Agency, the applicant must also provide information on the consignee (consignor) and the end user, information on the final use and technical classification of goods, a copy of the concluded agreement (contract), the original certificate of origin of the exported goods.

  • Information on the state fee for registering mobile devices can be obtained from the Mobile Devices Registration Tariffs section of the Unified Electronic Services Portal.

    NOTE: According to Article 33-5 of the Law of the Republic of Azerbaijan "On State Fee", the amount of the state fee for registering mobile devices is determined according to the market price of mobile devices. A state fee of 20 manats is paid for the registration of mobile devices of unknown brand, model, and market price.
