According to the Decree of President of the Republic of Azerbaijan Ilham Aliyev “On some measures to improve governance in the field of road transport” dated October 11, 2021, a public legal entity Azerbaijan Land Transport Agency was established under the Ministry of Digital Development and Transport.

The Agency was established on the basis of the State Road Transport Service under the Ministry of Transport, Communications and High Technologies, limited liability companies Transport Service, Baku Motor Transport Enterprise No.1, Baku Motor Transport Enterprise No.2, Baku Motor Transport Enterprise No.3, Ganja Regional Transport No.1, Guba Regional Transport No.2, Shirvan Regional Transport No.3, Lankaran Regional Transport No.4, Yevlakh Regional Transport No.5, Sheki Regional Transport No.6, Goychay Regional Transport No.7, Sumgait Regional Transport No.8, Ujar Regional Transport No.9, Shamkir Regional Transport No.10, Tovuz Regional Transport No.11, Beylagan Regional Transport No.12, Jalilabad Regional Transport No.13, Shamakhy Regional Transport No.14, Mingachevir Regional Transport No.15  subordinate to the State Road Transport Service, limited liability companies Organization of Road Transport and Transport Training and Education Center subordinate to the Ministry of Transport, Communications and High Technologies, Sumgait Road Passenger Transport Authority under the Head of the Executive Power of Sumgait City and Ganja Road Passenger Transport Authority under the Head of the Executive Power of  Ganja City.

Public legal entity Azerbaijan Land Transport Agency regulates road transport, meets the needs for road transport and other road transport services in the Republic of Azerbaijan, controls compliance with the rules and requirements related to international and domestic passenger and cargo transportation, as well as provisions of regulatory legal acts of the Republic of Azerbaijan in this field and international treaties to which the Republic of Azerbaijan is a signatory.

According to the Decree of the President of the Republic of Azerbaijan dated 19 April 2023 “On additional measures to improve governance in the field of road transport in the administrative territory of Baku city”, the Ministry of Digital Development and Transport of the Republic of Azerbaijan is entrusted with participation in the organization of road traffic in the administrative territory of Baku city, regulation and control in the field of  regular passenger transportation by public transport vehicles and passenger transportation by taxis. The Azerbaijan Land Transport Agency under the Ministry of Digital Development and Transport of the Republic of Azerbaijan was reorganized in the form of a merger with the public legal entity Baku Transport Agency, subordinate to the Head of the Executive Power of Baku City.
