According to the Decree of President of the Republic of Azerbaijan Ilham Aliyev “On some measures to improve governance in the field of digitalization, innovation, high technologies and communications in the Republic of Azerbaijan” dated October 11, 2021, a public legal entity Information and Communication Technologies Agency was established under the Ministry of Digital Development and Transport.

The Agency carries out certification, registration, regulation and control (including quality control) in the field of information communication technologies and communications (telecommunications and post), as well as the regulation of mutual interconnection relations between telecommunication operators and radio spectrum management.
