About Ministry

Based on Decree No.1464 of the President of the Republic of Azerbaijan dated 11 October 2021, the Ministry of Transport, Communications and High Technologies was renamed the Ministry of Digital Development and Transport. The aim was to widen the implementation of digitalization and innovation in the country, develop radio spectrum management, communication and information technologies, improve regulatory mechanisms and create a healthy competitive environment.

The Ministry of Digital Development and Transport is the central executive authority implementing state policy and regulation in the fields of transport (except for cases determined by the President of the Republic of Azerbaijan), including maritime transport and civil aviation, communications (telecommunications and post), e-government, high technologies (information technologies, microelectronics, nano, bio and other innovative science-intensive technologies)
The ministry implements state policy and regulation in the fields of transport, communications, e-government and high technologies.

Rashad Nabiyev participated in ministerial roundtable as part of WSIS+20 High-Level Event 2025

Minister of Digital Development and Transport Rashad Nabiyev took part in a ministerial roundtable organized in Geneva as part of the World Summit on the Information Society (WSIS)+20 ITU High-Level Event 2025.

Speaking at the event, Rashad Nabiyev highlighted that Azerbaijan has moved up nine positions in the United Nations E-Government Development Index, attained the status of a rapidly developing e-government country, and ranked first among CIS nations in the Global Cybersecurity Index.

The minister stated that Azerbaijan is the first country in the region to develop a National Artificial Intelligence Strategy (NAIS).
