About Ministry

Based on Decree No.1464 of the President of the Republic of Azerbaijan dated 11 October 2021, the Ministry of Transport, Communications and High Technologies was renamed the Ministry of Digital Development and Transport. The aim was to widen the implementation of digitalization and innovation in the country, develop radio spectrum management, communication and information technologies, improve regulatory mechanisms and create a healthy competitive environment.

The Ministry of Digital Development and Transport is the central executive authority implementing state policy and regulation in the fields of transport (except for cases determined by the President of the Republic of Azerbaijan), including maritime transport and civil aviation, communications (telecommunications and post), e-government, high technologies (information technologies, microelectronics, nano, bio and other innovative science-intensive technologies)
The ministry implements state policy and regulation in the fields of transport, communications, e-government and high technologies.

Rashad Nabiyev met with Etisalat Chairman Jassem Mohammed

As part of his visit to the United Arab Emirates, Minister of Digital Development and Transport Rashad Nabiyev met with Jassem Mohammed, Chairman of Etisalat, one of the world’s leading technology and telecommunications companies, in Abu Dhabi.

He expressed his appreciation to the company’s leadership for sharing their valuable experience gained during COP28 in Dubai, which will be useful in the organization of COP29 in Baku.

The meeting focused on sharing experience in the field of telecommunications, providing advisory support, and discussing prospects for further cooperation. It also included an exchange of views on projects currently being implemented in the field of urban transport.

The leadership of Etisalat was invited to attend the World Telecommunication Development Conference (WTDC-25), which will be held in Baku from 17 to 28 November 2025.
