Current Status of 2025 Action Plan of the Subgroup on Creation of a Unified Information System for Public Utilities Discussed
On November 14, the next meeting of the Subgroup on the Creation of a Unified Information System for Public Utilities, established within the Technology and Innovation Working Group, was held. The meeting was attended by the leadership of the Commission Secretariat, the head and members of the Subgroup, as well as senior officials from the Ministry of Digital Development and Transport and the Ministry of Energy.
During the meeting, participants discussed the current status and completed work on the establishment of the “Unified Public Utilities” subsystem, as stipulated in Article 3.2 of the “Regulations on the Electronic Government Information System” approved by Presidential Decree No. 472 dated August 12, 2025. Additionally, the Subgroup discussed the preparation of its Action Plan for 2026.
Deputy Minister of Digital Development and Transport Samir Mammadov delivered the opening remarks, highlighting the current status and the work completed to date. He informed the meeting participants that in cooperation with the State Agency for Water Resources of Azerbaijan (ADSEA), Azerigaz PA, and Azerishig OJSC, the Ministry of Digital Development and Transport has finalized the development of a Minimum Viable Product (MVP).Within the framework of the MVP, the initial data model and integration with the Electronic Government Information System (EGIS) have been established. In addition, a module-level web interface has been developed, along with functionalities for unified payments, name changes, debt management, and notifications.
Deputy Minister of Energy Samir Valiyev spoke about the significance of the “Unified Public Utilities” subsystem, describing it as a key innovation planned within the framework of ongoing sector reforms. He stated that in accordance with the Regulations on the Electronic Government Information System (EGIS) approved by Presidential Decree No. 472 dated August 12, 2025, it is envisaged that the Ministry of Energy will serve as the operator of the subsystem. Valiyev emphasized the importance of holding discussions within the relevant Subgroup—with the participation of representatives from the Energy Regulatory Agency under the Ministry of Energy—to define the Ministry’s responsibilities in this role. He also added that, during the upcoming meetings, the Agency will present relevant proposals for the preparation of Roadmap for 2026 aimed at the development of the subsystem.
Vusal Shikhaliyev, Head of the Sector for Monitoring, Coordination, and Evaluation of Economic Reforms at the Department of Economic Policy and Industry of the Presidential Administration of the Republic of Azerbaijan, addressed the meeting and noted that work on the creation of the “Unified Public Utilities” subsystem is progressing successfully. He stated that significant steps have already been taken toward achieving the project’s key objectives. Shikhaliyev also emphasized the need to begin preparing the Subgroup’s Action Plan for 2026.
