About Ministry

Based on Decree No.1464 of the President of the Republic of Azerbaijan dated 11 October 2021, the Ministry of Transport, Communications and High Technologies was renamed the Ministry of Digital Development and Transport. The aim was to increase the implementation of digitalization and innovation in the country, develop radio spectrum management, communication and information technologies, improve regulatory mechanisms and create a healthy competitive environment.

The Ministry of Digital Development and Transport is the central executive authority implementing state policy and regulation in the fields of transport (except for cases determined by the President of the Republic of Azerbaijan), including maritime transport and civil aviation, communications (telecommunications and post), e-government, high technologies (information technologies, microelectronics, nano, bio and other innovative science-intensive technologies)
The ministry implements state policy and regulation in the fields of transport, communications, e-government and high technologies.

Caucasus Ventures

The Caucasus Ventures fund has been established to develop an innovation ecosystem with the participation of the Innovation and Digital Development Agency, PASHA Holding Group of companies and private investors.

The main purpose of the fund is to invest in post-seed growth and A-stage startups.

The authorised capital of the said fund is 11.3 million manats. Pasha Holding group of companies and individual entrepreneurs agreed to allocate 5 million manats and 1.3 million manats to the fund respectively. At the same time, the Innovation and Digital Development Agency supported the initiative of the private partners and allocated additional 5 million manats to Caucasus Ventures. The fund will invest in startups from Azerbaijan, Georgia, Turkiye, Central Asia and Eastern Europe for 5 years.
