About Ministry

Based on Decree No.1464 of the President of the Republic of Azerbaijan dated 11 October 2021, the Ministry of Transport, Communications and High Technologies was renamed the Ministry of Digital Development and Transport. The aim was to increase the implementation of digitalization and innovation in the country, develop radio spectrum management, communication and information technologies, improve regulatory mechanisms and create a healthy competitive environment.

The Ministry of Digital Development and Transport is the central executive authority implementing state policy and regulation in the fields of transport (except for cases determined by the President of the Republic of Azerbaijan), including maritime transport and civil aviation, communications (telecommunications and post), e-government, high technologies (information technologies, microelectronics, nano, bio and other innovative science-intensive technologies)
The ministry implements state policy and regulation in the fields of transport, communications, e-government and high technologies.

Working Group on Innovation holds regular meeting

The Working Group on Innovation has held its regular meeting.

The first results of monitoring and evaluation conducted by the Center for Analysis of Economic Reforms and Communications (CAERC) were widely discussed and proposals and recommendations for timely and better implementation of the set tasks were voiced at the meeting, which was attended by representatives of state bodies that are members of the working group. At the same time, the difficulties encountered in the implementation of unfinished activities were listened to, and proposals and instructions were given to complete the work in 2025.

It should be noted that according to the preliminary results of monitoring and evaluation conducted by CAERC, about 80 percent of the work on the targets set in 2024 has been completed.

In addition, it should be noted that in order to ensure the full and timely implementation of the measures envisaged in the Socio-Economic Development Strategy of the Republic of Azerbaijan for 2022–2026 and to coordinate the activities of relevant government agencies, various working groups, including the Working Group on Innovation for the implementation of Objective 3.2 of the strategy, were established by Order No. 487 of the Cabinet of Ministers of the Republic of Azerbaijan dated 12 June 2022.

The Working Group on Innovation is headed by Samir Mammadov, Deputy Minister of Digital Development and Transport. The working group includes representatives of CAERC, the Ministry of Economy, Ministry of Science and Education, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Labor and Social Protection of the Population, Ministry of Justice, Ministry of Defense Industry, Ministry of Agriculture, Ministry of Culture and Ministry of Energy, as well as Central Bank, State Customs Committee, State Committee on Work with Diaspora, State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, State Agency for Water Resources, State Migration Service, State Border Service, Intellectual Property Agency and National Academy of Sciences of Azerbaijan.
