Two Pedestrian Routes to Connect Khagani Garden and Fountain Square with Winter Park and Central Park

In line with the relevant instructions of President Ilham Aliyev, the development of pedestrian zones and corridors throughout the city of Baku is continuing.

Recently, Islam Safarli Street, which provides an optimal connection between two of the capital’s major pedestrian areas — Fountain Square and Winter Park — has been pedestrianized and opened for use by residents and visitors alike.

This project, which has been well received by the public and fully aligns with modern urban planning principles, is planned to be further expanded in areas adjacent to Islam Safarli Street.

Accordingly, the Transport Coordination Council has adopted a decision on the pedestrianization of Alimardan bey Topchubashov, Lev Tolstoy, Yusif Mammadaliyev, Rasul Rza, and Khagani streets.

In the coming days, implementation of this project — based on international best practices and aimed at enhancing these highly attractive urban spaces for both residents and visitors — will commence.

It should be noted that these streets, home to historic buildings dating back to the 19th and 20th centuries, are currently located in areas heavily affected by vehicular congestion. Due to heavy traffic congestion, residents and visitors to the city are unable to fully explore the historical landmarks located in these areas. In addition, due to narrow sidewalks and high pedestrian flow along these streets, the area is already widely used by non-motorized road users.

Taking all these factors into account, it is planned to fully pedestrianize these areas, which are already highly popular among pedestrians.

As a result of the project’s implementation, the total length of pedestrian streets in central Baku outside Icherisheher (the Old City) will increase significantly. This will further enhance and expand the pedestrian infrastructure of the city centre. In addition, two independent pedestrian routes will be formed, extending from Khagani Garden and Fountain Square to Winter Park and Central Park.

Parking spaces on the streets to be pedestrianized will be relocated to intersecting streets while maintaining accessibility, and additional parking spaces will also be provided. At the same time, conditions will be created to ensure access for emergency response and municipal service vehicles to these streets.
