“Single Window” Information System Presented at the Caspian International Transport, Transit and Logistics Forum

The “Digitalization of Transport and Logistics Supply Chains and the Implementation of Innovative Solutions” panel, held as part of the 2nd Caspian International Transport, Transit and Logistics Forum in Baku, featured Ayten Turabova, Head of Sector at the Transport Policy Department of the Ministry of Digital Development and Transport, and Ehtiram Guliyev, Project Manager of the Digital Logistics Platform (DLP).

In her remarks, Ayten Turabova provided a comprehensive overview of the large-scale measures being implemented to advance Azerbaijan’s transport system, including the modernization of transport infrastructure and ongoing digitalization initiatives. She emphasized the importance of implementing physical infrastructure projects and digital solutions in parallel to strengthen the competitiveness of international transport corridors.

She also spoke about joint initiatives, coordination efforts, and regional cooperation mechanisms implemented in partnership with neighboring countries to enhance the efficiency and capacity of international transport corridors passing through Azerbaijan.

Ehtiram Guliyev presented the Digital Logistics Platform and highlighted the opportunities offered by the Single Window Information System for international trade and logistics operations.

The Single Window Information System was established pursuant to President Ilham Aliyev’s Decree “On Additional Measures Related to the Digitalization of Import-Export, Transit, Transport and Logistics Activities.” It streamlines information exchange among stakeholders engaged in foreign trade, minimizes paper-based document processing, and provides access to the documents required for international trade transactions through a single point of submission.

Ehtiram Guliyev noted that digital transformation enables all stakeholders in the transport and logistics ecosystem to collaborate within a unified information environment, creating the conditions for faster and more efficient operations. He also highlighted that several digital services have already been launched within the Digital Logistics Platform, including the Trade Guide subsystem, which provides information on procedures for more than 7,000 products, as well as digital services for the Fumigation Certificate, the CMR Consignment Note (Convention on the Contract for the International Carriage of Goods by Road), and e-Permit. The digitalization of the Phytosanitary Certificate, Export Declaration, and Hygiene Certificate is expected to be completed in the near future. The next phase of the Platform’s development will focus on the digitalization of import and transit procedures.

The Digital Logistics Platform aims to improve the efficiency of supply chain management and strengthen Azerbaijan’s position as a regional logistics hub.
