Next Session of “Digital Leadership” Program Held in Nakhchivan

On October 16, 2025, the next session of the “Digital Leadership” program took place in Nakhchivan, initiated by the Innovation and Digital Development Agency (IDDA).The event was held at the Azerbaijan Innovation Center under Nakhchivan State University and brought together nearly 70 IT executives from 45 organizations, including the Office of the Authorized Representative of the President of the Republic of Azerbaijan in Nakhchivan Autonomous Republic, Nakhchivan City Executive Authority, and the Ministry of Digital Development and Transport of Nakhchivan Autonomous Republic (NAR MDDT). During the session, participants reviewed the implementation progress of Digital Roadmaps in government agencies and discussed ongoing digitalization efforts in Nakhchivan.

IDDA Deputy Chairman Shahin Aliyev welcomed participants with an opening speech, highlighting the priority areas of the “Digital Development Concept” adopted this year. He emphasized that the successful implementation of digitalization in Azerbaijan is based on trust and cooperation between government agencies: “Thanks to inter-agency collaboration, the transition to digital government has accelerated in recent years. The number of paperless transactions through the Digital Document Management and National Data Exchange systems has increased significantly, and citizens’ access to public services has been greatly facilitated by the digital solutions offered through MyGov.”

At the event in Nakhchivan Autonomous Republic, Goshgar Kamilli, a staff member of the Office of the Authorized Representative of the President of Azerbaijan in Nakhchivan, presented the smartnet.az portal, which enables the collection, analysis, and use of data for decision-making in public administration. Etibar Ajdarov, Head of Department at NAR MDDT, briefed participants on the current state of digitalization in Nakhchivan.

Following this, Aziz Humbatov, Chief of Staff of NAR MDDT, spoke about infrastructure development in the Autonomous Republic, the electronic data exchange system established between government agencies, software licensing in public institutions, and other digitalization initiatives. Gismet Gurbanov, Head of Department at the Ministry of Justice, presented a report on the ministry’s ongoing innovation and development efforts.

During the session, IDDA Department Heads Ilham Salmanov and Huseyn Mammadov gave presentations on the regulation of digital governance, Department Head Hasanagha Aliyev spoke about the Open Data Portal, and Department Director Emil Rustamov presented updates on the MyGov platform.

It should be noted that the “Digital Leadership” program in Nakhchivan was organized in partnership with BESTCOMP GROUP. The program is designed to facilitate a rapid transition to digital government, enhance international competitiveness in digital governance and innovation, coordinate government agencies’ activities in developing and promoting digital government, and provide unified oversight for the formation, integration, and effective management of state information resources and systems.
