Measures to Promote Responsible and Ethical Artificial Intelligence Continue Under Azerbaijan’s Artificial Intelligence Strategy
Measures are being implemented under the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028” to promote the responsible, safe and effective use of artificial intelligence technologies, support innovation and foster the development of the artificial intelligence ecosystem.
As part of the implementation of the Strategy, documents have been prepared to establish legal and institutional mechanisms for the use of artificial intelligence, develop a regulatory and legal framework for responsible and ethical artificial intelligence, protect personal data, manage risks associated with artificial intelligence systems, test innovative solutions in a regulatory sandbox, and establish high-performance computing infrastructure.
Responsible and Ethical Artificial Intelligence
One of the key areas of the Strategy is the development of a regulatory and legal framework for responsible and ethical artificial intelligence. To this end, a draft Resolution of the Cabinet of Ministers on the approval of the “Requirements for Responsible and Ethical Artificial Intelligence Systems” has been prepared.
The document sets out requirements for responsible and ethical artificial intelligence systems developed, enhanced or used in Azerbaijan.
The draft is currently undergoing a second round of coordination with the relevant government authorities.
Personal Data Protection
Separate rules are being developed to identify and prevent risks to the protection of personal data arising from the use of artificial intelligence.
To this end, a draft Resolution of the Cabinet of Ministers on the approval of the “Rules for Identifying and Preventing Risks Related to the Protection of Personal Data in the Design, Deployment and Use of Artificial Intelligence Systems” has been submitted to the relevant government authorities for initial coordination. Work is currently underway on the final version of the draft.
Regulatory Sandbox
The establishment of a Regulatory Sandbox is envisaged to enable innovative digital solutions, including artificial intelligence technologies, to be tested in a safe and controlled environment before their wider deployment, and to assess their effectiveness and potential risks.
In this regard, a draft Presidential Decree of the Republic of Azerbaijan on the approval of the “Rules for the Implementation of a Regulatory Sandbox for the Evaluation of the Effectiveness of Digital Solutions (Including Artificial Intelligence Technologies) Applied by Legal Entities and Individuals on a Test Basis” has been prepared. Agreement has been reached with four government authorities, while the draft is currently undergoing coordination with two authorities — the Ministry of Economy and the State Service of Special Communications and Information Security.
High-Performance Computing Infrastructure
To establish the high-performance computing capabilities required for the development of artificial intelligence technologies, a draft Resolution of the Cabinet of Ministers on the approval of the “Requirements for High-Performance Computing Infrastructure” has been prepared and is currently undergoing coordination with the relevant government authorities.
Next Steps
Work is ongoing to coordinate and approve the documents that have been prepared. Once the documents are finalised, the relevant frameworks and requirements on responsible and ethical artificial intelligence, personal data protection, the Regulatory Sandbox and high-performance computing infrastructure are expected to be made publicly available.
Further information will be provided to the public as the documents are approved and new measures are implemented.
