MDDT holds meeting with representatives of taxi companies

The Ministry of Digital Development and Transport (MDDT) has held a meeting with representatives of taxi companies operating in Azerbaijan. It was noted at the meeting that in order to improve the organization of the passenger transportation system in the country, taxi services have been comprehensively studied, possibilities were investigated to improve the quality of the taxi service by creating a more efficient management system.

The main goal is to provide quality and safe services to citizens, ensure passenger safety and personal data, comply with environmental requirements, as well as to prevent unfair competition and monopoly, unreported employment, protect the interests of all businessmen legally carrying out activities in this field.

There are currently local and foreign companies operating in the country that provide taxi services by passenger cars, as well as organizing taxi services and managing orders. The databases of most companies are located in foreign countries, which is against the law on Personal Data. In accordance with the law, personal data information systems in Azerbaijan must undergo state registration. Only after that, collection and processing of personal data is allowed.

The need for regular implementation of measures towards a new state policy and reform mechanisms in the field of passenger transport by taxi was emphasized.

The participants of the meeting were explained in detail the issues arising from the Cabinet of Ministers Decision No. 73  dated March 4, 2019, which regulates the activity of taxis and defines the requirements for taxicabs. It was noted that taxis must comply with national and international standards and regulations, technical equipment and environmental standards, they must be of the appropriate color, and information boards with information about driver and fares must be placed in the cabin of the vehicle. Drivers must receive special training in rules of ethical conduct and regulations.

It was noted that individuals who have the appropriate permit could carry out passenger transportation. According to the Law on Licenses and Permits, taxis are required to obtain an insignia. One can apply online at e-fn.ayna.gov.az, as well as to AYNA service centers at SMB houses in Baku, Yevlakh and Khachmaz.

In conclusion, the taxi companies were instructed to remedy these shortcomings as soon as possible and to organize their activities in accordance with the requirements of the law.
