MDDT and Wonderful sign MoU to bring AI across Azerbaijan's government and accelerate AI adoption

The Ministry of Digital Development and Transport (MDDT) of the Republic of Azerbaijan and Wonderful, the AI operating system for enterprises and critical organizations, have signed a Memorandum of Understanding (MoU) to cooperate on artificial intelligence (AI) solutions and related digital technologies.

The document establishes a framework for exploring opportunities to deploy AI solutions on Wonderful’s platform across ministries, government agencies and state-owned enterprises. The broader ambition is to transform how public services are delivered, making them faster, more accessible, and more responsive to the needs of citizens and businesses, while empowering government institutions to operate more efficiently and at scale.

The parties envisage a shared AI platform serving citizens, businesses and government institutions, with one set of controls, planned for deployment on Azerbaijan’s Government Cloud (G-Cloud). Based on this vision, the parties will jointly identify high-impact use cases and consider the broader deployment of successful solutions across the public sector.

The signing ceremony held in Baku was attended by Rashad Hasanov, Deputy Minister of Digital Development and Transport, Farid Osmanov, Chairman of the Board of the Innovation and Digital Development Agency, and a delegation from Wonderful led by Bar Winkler, Co-Founder & CEO, which included Omer Perez, Managing Director of Central Eastern Europe and Vitaly Gordon, General Manager of Caucasus and Central Asia.

Rashad Hasanov, Deputy Minister of Digital Development and Transport said that “the true value of artificial intelligence lies in its ability to deliver practical improvements in how governments operate and how people access public services. Through our cooperation with Wonderful, we aim to explore solutions that can make public administration more efficient, responsive and accessible. This cooperation is also aligned with the priorities of the Action Plan for 2026–2028 on Accelerating Digital Development and forms part of our wider effort to ensure that technological progress delivers tangible benefits to citizens, businesses and the economy.”

Bar Winkler, Co-Founder and CEO of Wonderful, said: “We see the Republic of Azerbaijan as a strategic, long-term partner, and our goal is to support the government, its citizens and critical organizations across all of their AI needs.” adding that “Alongside our partnership, we are proud to build out our local team and presence here in Baku and accelerate AI adoption across the country.”

The Initial Use Cases

Following the signing, a government AI roundtable was held with the participation of the Innovation and Digital Development Agency (IDDA) and several government institutions already engaged in advanced planning for prioritized AI pilot projects.

Wonderful showcased AI-powered solutions tailored to the needs of government entities, demonstrating the versatility of its unified platform. The demonstrations covered residence application checks, import document verification, an anonymous assistant for families in Azerbaijani, voice support for myGov services and assistance for public transport passengers. Each solves a different problem, on one platform, for faster and more accessible services.

Building Local Capacity and Presence in Azerbaijan

The parties have also agreed to cooperate in strengthening local capacity, sharing knowledge and expertise, and developing relevant skills. Wonderful intends to invest in Azerbaijan for the long term, including establishing a local entity in Baku, hiring local professionals and training Azerbaijani specialists.

As an early demonstration of this commitment, Wonderful has already hired its first employee in Azerbaijan, marking a tangible first step towards building its local team and establishing a lasting presence in the country.  The aim is to ensure that AI solutions contribute to Azerbaijan’s long-term national digital development objectives.

Wonderful has also expressed its interest in supporting Azerbaijan’s efforts to strengthen the local ICT industry and international competitiveness of its technology sector.

Laying the Foundation for Government-Wide AI Adoption

The initial collaboration with the government entities is designed to lay the groundwork for broader AI adoption across Azerbaijan’s public sector, with the potential to scale successful solutions across government institutions.

The Memorandum is aligned with the objectives of the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028”, the “Action Plan for 2026–2028 on Accelerating Digital Development”, as well as the Ministry’s efforts to build a modern, citizen-centred and data-driven public sector.
