Joint information of State Tax Service and Azerbaijan Land Transport Agency on launch of e-CMR service

The electronic service of electronic issue of consignment note (e-CMR) and road waybill has been launched.

The electronic service has been developed in  accordance with the Law of the Republic of Azerbaijan No. 406-VIQD dated 3 December 2021 “On Amendments to the Tax Code of the Republic of Azerbaijan”, the “Regulations on AYNA information system”, as well as  Decision No. 355 of the Cabinet of Ministers of the Republic of Azerbaijan dated 4 October 2023. The electronic service will be fully operational from 1 March. Currently,  the system is open.

Carriage of goods without a consignment note entails administrative responsibility in accordance with the Code of Administrative Offences, and violation of these rules provides for a fine in the amount of AZN 40.

The consignment note is a document drawn up for inland transport of goods intended for carriage by road. This document confirms the contract between the sender and the carrier, acceptance of goods by the carrier and acceptance of the goods by the consignee.The consignment note includes consignee’s address, delivery point, quantity, tare, composition and gross weight, time of shipment, type of vehicle and other information.

In order to use the service, it is necessary to go to the portal https://e-xidmet.ayna.gov.az/ and select the section Electronic consignment note. The purpose of the consignment note is to ensure transparency in road transport as well as trade. The issuance of the consignment note requires the use of an enhanced electronic signature.
