ESS Launches Project on Personal Data Protection

The Electronic Security Service (ESS) under the Ministry of Digital Development and Transport has launched an awareness-raising and methodological support project in the field of personal data protection.

As part of the project, the first training session was held for representatives of telecommunications operators and providers. The training, which brought together more than 110 participants from the sector, aimed to explain the legal requirements related to the collection, processing, and protection of personal data in the telecommunications field, as well as to provide methodological guidance on the implementation of relevant obligations.

Participants were informed about the key requirements arising from the Law of the Republic of Azerbaijan “On Personal Data,” including the state registration of personal data information systems, technical and organizational measures to ensure the security of personal data, as well as practical aspects related to the lawful and secure processing of personal data within information systems.

It was noted that the collection and processing of personal data through information systems subject to mandatory state registration without completing such registration constitutes a violation of the law. It was also emphasized that failure to comply with the established security requirements for the protection of personal data entails administrative liability, and that the ESS will take measures in accordance with the legislation in relation to such cases.

At the same time, it was emphasized that the telecommunications sector is among the high-risk areas in terms of personal data protection. Ensuring security in this field is of significant importance for safeguarding the country’s cyberspace, strengthening the resilience of telecommunications services, and enhancing users’ trust in digital services.

Within the framework of the tasks set out in strategic policy documents, the ESS also plans to continue awareness-raising and methodological support activities in other sensitive sectors to strengthen the protection of personal data.
