“Digital Horizons” National Digital Literacy Training Programme Launched
The Innovation and Digital Development Agency, operating under the Ministry of Digital Development and Transport, has launched the “Digital Horizons” National Digital Literacy Training Programme for civil servants and employees of government institutions. The programme is an initiative to develop digital skills across the public sector in a consistent manner and in line with international standards.
The programme is designed to support the development of digital skills across the public sector, accelerate digital transformation in public administration, and strengthen human capital for the adoption of modern technologies.
The initiative also provides for enhancing the digital literacy of civil servants and employees of government institutions, as well as developing their knowledge and skills in artificial intelligence and cybersecurity.
The training is delivered online via a digital platform and is provided entirely free of charge. It is open to all employees of government institutions, including managers and specialists. The programme covers employees of government institutions in Baku and across the regions.
The programme’s curriculum has been developed based on the European Digital Competence Framework, “EU DigComp 3.0”. This framework provides a common international reference for the key areas in which digital skills should be developed. Artificial intelligence and cybersecurity, which are expected to receive greater emphasis in the next version of the framework, have already been incorporated into the training content of the “Digital Horizons” Programme. The curriculum has been developed in line with international standards and localised into Azerbaijani. The digital learning platform and assessment system are also fully ready for use.
The programme follows an adaptive learning model that takes into account each participant’s individual level of knowledge. Each participant undergoes an initial assessment and is assigned to the appropriate learning level based on the results. The curriculum comprises two levels: Foundational and Intermediate. The Foundational level focuses on the safe and effective use of digital tools, information literacy, digital communication, and the fundamental principles of cybersecurity. The Intermediate level focuses on developing knowledge and skills in data analytics, cloud technologies, the responsible and ethical use of artificial intelligence, advanced cybersecurity practices, and digital public services.
Each participant will be given one month to complete the programme. Based on their assessment results, participants scoring 90% or above will receive a certificate bearing a gold stamp; those scoring 80% or above will receive a certificate bearing a silver stamp; and those scoring 70% or above will receive a certificate bearing a bronze stamp. Participants scoring between 60% and 69% will receive a certificate of participation. Those scoring below 60% will be able to retake the training and sit the assessment again.
Modern digital management and monitoring mechanisms will be implemented to ensure transparency, efficiency and results-oriented management of the programme.
It should be noted that the “Digital Horizons” Programme is being implemented in accordance with Subparagraph 8.1.12 of the Action Plan for 2026–2028 on Accelerating Digital Development in the Republic of Azerbaijan, which provides for enhancing the digital development competencies, knowledge and skills of officials in public authorities (institutions). The programme also contributes to the implementation of measures to develop digital skills set out in Section 2.4 of the Digital Development Concept of the Republic of Azerbaijan (2025–2027).
