Azerbaijan’s National Digital Transformation Agenda Presented at WUF13 Session

Deputy Minister of Digital Development and Transport Samir Mammadov delivered a speech at the session titled “Artificial Intelligence for Cities: Urban Planning and Building Smart, Sustainable Communities” of the 13th session of the United Nations World Urban Forum (WUF13) held in Baku.

The Deputy Minister noted that Azerbaijan is integrating artificial intelligence technologies into urban and regional development systems with the aim of building smarter, safer, and more resilient cities and communities. He emphasized that the measures being implemented in this direction are among the key priorities of the country’s national digital transformation agenda.

In his remarks, Samir Mammadov also highlighted ongoing efforts to strengthen Azerbaijan’s position as a regional artificial intelligence and data center hub, noting that the country’s energy potential, full fiber-optic network coverage, and strategic geographical location create significant opportunities in this field.

The Deputy Minister also addressed planned applications of artificial intelligence in urban mobility and transport. It was noted that work is underway on simulating urban mobility through AYNA’s “digital twin” capabilities, improving technical maintenance and smarter freight planning at Azerbaijan Railways (ADY), as well as analyzing passenger flows and enhancing safety systems in the Baku Metro. These initiatives are part of a unified artificial intelligence ecosystem approach.

“Our goal is to transform our cities into a smarter, more resilient, and citizen-centric governance model,” Samir Mammadov emphasized at the session.
