Azerbaijan’s Experience in Transport Governance and Procurement Featured as a Case Study

The International Transport Forum (ITF) has published a report titled Delivering Accessibility that Works. The report examines the development of accessible transport systems for persons with disabilities, highlights successful practices, and provides policy recommendations for governments.

One of the report’s key recommendations is the establishment of governance structures that enable coordinated action to improve accessibility. In this context, the report presents Azerbaijan’s experience as a case study. The dedicated case study examines the country’s institutional reforms in the transport sector and measures undertaken to promote accessibility. The report notes that the Transport Coordination Council, established in 2023, ensures a unified approach to transport policymaking and coordinated decision-making across all modes of transport.

The report also highlights the integration of accessibility into Azerbaijan’s public procurement processes. It notes that accessibility requirements are treated as a key criterion in the technical evaluation of public transport vehicle procurements.

The report further states that the “State Programme for the Improvement of Transport Infrastructure in Baku City and Surrounding Areas for 2025–2030” serves as an important strategic framework for advancing accessible and sustainable urban mobility. According to the report, the measures envisaged under the programme are aimed at ensuring that urban mobility is organised in a safe, accessible and sustainable manner.

The ITF report further confirms the international recognition of Azerbaijan’s transport sector reforms and the work of the Transport Coordination Council as an example of best practice.
