Amendments to the legislation contribute to the introduction of effective regulation in the field of mobility

The Ministry of Digital Development and Transport held a briefing for press representatives on the amendments to the Law "On Traffic" and the Code of Administrative Offenses.

At the event, Deputy Minister of Digital Development and Transport Rahman Hummatov stated that more efficient organization of the mobility and public transport system, renewal of the bus fleet, improvement of the quality of passenger and cargo transportation, adaptation of the transport services provided to the population on modern standards, promotion of environmentally friendly means of transport, as well as micromobility means are constantly in the spotlight as priority issues in our country.

"Within the framework of the work done in this direction, the improvement of legislation is of great importance. The latest amendments reflect the improvement of regulatory mechanisms for bringing legislation in the field of micromobility, parking to the requirements of the day, as well as making the norms more functional. Many firsts have also been included in the legislation,” the Deputy Minister said.

It was noted at the briefing that one of the works carried out in the field of organization and regulation of traffic is to strengthen control over the compliance of vehicle owners with the rules of stopping, braking and parking, to ensure the safety of cyclists, drivers of small electric vehicles, as well as to improve the activities in the field of parking.

It was noted that despite the increase in the use of small electric vehicles new for our country, the issues related to this were not regulated by regulatory acts. The new amendments not only ensure the health and safety of road users, but also provide an opportunity to increase accountability and to enable more effective application of regulation in this area. At the same time, the requirements for the movement of small electric vehicles, the activities of operators carrying out the rental of vehicles of this type were determined, the road sign and the marking line on micromobility were included in the legislation.

At the briefing, it was reported that the legal basis of the service parking space for government agencies in the field of parking has been determined, the mechanism of parking management has been improved. To prevent possible abuses, new norms have been established regarding the issuance of an individual parking ticket.

It was noted that in order to protect people's health, strengthen Traffic Safety, increase driver responsibility, as well as to establish a more effective control mechanism, new fines have been identified, and some existing fines have been increased.
