Azerbaijan Ranks First Among 32 Countries in Transport Infrastructure Investment
The International Transport Forum (ITF) has published its Statistical Bulletin, presenting the findings of a comparative analysis of transport infrastructure investment across 32 countries. According to the report, Azerbaijan ranked first in terms of the share of transport infrastructure investment in gross domestic product (GDP).
The report notes that Azerbaijan’s average annual investment in domestic transport infrastructure accounted for 3.5% of GDP during the 2022–2024 period. Alongside China, North Macedonia and Serbia, Azerbaijan is among the countries allocating more than 2% of GDP to transport infrastructure to develop and expand transport networks in line with international standards.
The report also provides a positive assessment of Azerbaijan’s long-term transport infrastructure investment trend. Compared with the 2012–2014 period, the share of transport infrastructure investment in GDP increased by 0.6 percentage points during the 2022–2024 period. This demonstrates that Azerbaijan has been steadily increasing its investment in transport infrastructure over the past decade.
The ITF also analysed the growth in investment in railway infrastructure over the past decade. According to the study, the share of investment allocated to railway infrastructure has increased in 20 of the 32 countries surveyed. Azerbaijan’s investment trend in this area has remained relatively stable.
The report highlights that in most developed countries, the share of investment in transport infrastructure is below 1% of GDP, largely due to the reduced need for new transport infrastructure. By contrast, Azerbaijan maintains a high level of investment. The country’s large-scale transport and logistics projects, together with its initiatives to develop modern infrastructure, are also reflected in international statistical reports.
