Minister Rashad Nabiyev meets with representatives of trucking and logistics companies
Minister of Digital Development and Transport Rashad Nabiyev has met with representatives of trucking and logistics companies.
The aim of the meeting was to discuss the current situation, problems and prospects in freight and passenger transport by road, identify new priorities and listen to suggestions.
During the discussion, views were exchanged on the reforms carried out in the field of road transport, increasing access of local carriers to the international transport market, as well as on the importance of implementing digital technologies in the field of transport.
In his speech, Rashad Nabiyev spoke about the development of the road transport market and the work done to encourage local carriers.
The minister stressed that it is possible to turn Azerbaijan into a full-fledged part of the world logistics and transport market only with a real partnership between government and business.
Rashad Nabiyev informed of the changes in legislation and structure after the last meeting with the heads of transport companies.
It was noted that a public entity Azerbaijan Land Transport Agency (ALTA) was established by a decree of President Ilham Aliyev under the Ministry of Digital Development and Transport, and the charter of the agency will soon be approved.
It was added that the relevant decree of the Cabinet of Ministers dated 8 April 2022 approved the “Rules for admission to international passenger and freight transport by road”. The rules will apply from April next year. According to the rules, an employment contract must be concluded with the drivers. The carrier’s responsible person and drivers must be trained and receive a certificate of professional competence. The operator must meet the criteria relating to business reputation, financial situation and professional competence. As can be seen, the Cabinet decree confirms the importance of human capital as an important success factor.
It was stressed that the Ministry of Digital Development and Transport is ready to support carriers and assist their development within its mandate. Proposals for amendments to the current regulations governing road transport have been prepared and are expected to be approved shortly. An ALTA information system will be set up in this area to ensure that services are provided electronically and the information is accessible.
