Final distribution of “permit forms” completed
The final distribution of multilateral annual permits of the International Transport Forum for 2022 among national carriers has been completed. According to the distribution, carriers can receive “permit forms” allocated to them until January 31 of this year.
The process of distributing “permit forms” among carriers engaged in international road transport was carried out by a Special Commission to ensure public participation. Thus, the Special Commission operates under Azerbaijan International Road Carriers Association (ABADA) and includes representatives of government agencies, associations and carriers.
In order to obtain “permit forms”, carriers must submit to the Special Commission copies of documents confirming the right of ownership or use of vehicles, an environmental certificate and a document confirming the registration of employment contracts, notifications of drivers who will drive the vehicle. According to the distribution carried out by the Special Commission, carriers are provided with “permit forms” according to their needs.
The aim is to stimulate entrepreneurship in road transport, ensure free competition between carriers, create favorable conditions for increasing the competitiveness of national carriers in the international transport market and preventing monopolies. It is also aimed at achieving the requirements of the Quality Charter for International Road Haulage, implemented within the Multilateral Quota System of the European Conference of Ministers of Transport, to which Azerbaijan is a party, in regulating access to the international road transport market.
The improvement of the process of distributing “permit forms” creates conditions for the development of a free competitive environment, increasing the professionalism of carriers and drivers and improving the position of the Republic of Azerbaijan in international rankings.
It should be noted that the “permit forms” are a type of document that is defined by an agreement between countries in accordance with the volume of traffic and is used for international cargo transportation. This document is exchanged on a parity basis, determined on the basis of quotas, depending on the volume of traffic between countries.
