Distribution of “permit forms” for international road transport to be carried out according to new rules

The process of distributing “permit forms” among carriers, which is an important economic instrument in international road transport, will be carried out by Azerbaijan International Road Carriers Association (ABADA). In this regard, an agreement was reached between the Ministry of Transport, Communications and High Technologies and Public Association ABADA.
As a result of the implementation of the agreement, entrepreneurship in the field of road transport will be stimulated. The aim is to regulate the access of road carriers to the international road transport market, prevent monopolies, increase the professionalism of carriers and drivers and improve the position of the Republic of Azerbaijan in international rankings. The agreement will facilitate the expansion of cooperation in the field of international road transport in the future.
In accordance with the agreement, it was decided to provide the distribution of “permit forms” between carriers by ABADA in order to ensure complete transparency based on certain criteria. The exchange of “permit forms” is carried out on the basis of quotas, depending on international economic and political relations and the volume of traffic between countries.
Given the need to improve the issuance of “permit forms”, in accordance with the law, a memorandum on cooperation in the field of international road transport was also signed between the Ministry of Transport, Communications and High Technologies and Public Association ABADA. According to the memorandum, ABADA will determine the demand for one-time “permit forms” of foreign countries exchanged on quotas used for international road transport, as well as multilateral annual and short-term permits of the International Transport Forum and will form a new mechanism for the distribution of these permits among local carriers.
“Permit forms” are a type of document that is determined by an agreement between countries in accordance with the volume of traffic and is used for international cargo transportation. The permit form is exchanged between the two countries in equal numbers by mutual agreement. A driver carrying out cargo transportation, namely through the “permit forms”, is allowed to transport goods from the territory of the Republic of Azerbaijan to foreign countries, from foreign countries to the territory of the Republic of Azerbaijan or to a third country.
It should be noted that Public Association ABADA is a non-profit legal entity established on the principles of volunteering, the equality of its members and whose activities cover the entire territory of the Republic of Azerbaijan. ABADA has been a member of the International Road Transport Union (IRU) since November 1993 and has been designated as a guarantee body in accordance with the 1975 Customs Convention on the International Transport of Goods by the relevant decision of the Cabinet of Ministers of the Republic of Azerbaijan. The Association has many years of experience and positive business reputation in relation to local and international representation of carriers engaged in international road transport. It is the only association of carriers engaged in international road transport in the Republic of Azerbaijan with some 30 years of experience.
