“Concept of Digital Development in the Republic of Azerbaijan” approved

The “Concept of Digital Development in the Republic of Azerbaijan” has been approved by the Decree of the President of the Republic of Azerbaijan dated 16 January 2025.

The Concept is aimed at improving public administration, accelerating economic development and improving the quality of lives of citizens through the use of digital technologies.

The Concept presents solutions that meet the needs of all three parties, taking into account the interests of citizens, business and the state. In order to improve the well-being of citizens, it is planned to ensure the accessibility and personalization of public services through  the event-based organization of life, as well as the provision of proactive services. Minimizing the role of the human factor will ensure a more efficient and convenient services for citizens. It is envisaged to provide business access to ICT resources, develop business processes using digital technologies, improve ICT infrastructure, strengthen business and startup ecosystems and support the development of the innovation ecosystem and startups. In the state direction, the objectives are to build a digital architecture in the country, develop platforms for digital services and solutions in various fields, digitalize internal management processes through the application of digital technologies, enhance transparency, use resources efficiently and support economic growth.

The approach outlined in the Concept envisages the creation of a sustainable digital ecosystem that benefits all segments of society, the widespread use of digital technologies and  promotion of innovations. Thus, the Concept envisages such measures as increasing the digital readiness of the population, including cyber-awareness, training of modern ICT specialists, organizing of  training programs, as well as increasing human  resource capacity through cooperation between the public and private sectors in order to  create the necessary human resources for the transition to a digital society and digital development.

The Concept also takes into account the application of cloud technologies and artificial intelligence solutions, as well as data security issues in the digitalization of processes and services.

The Concept will greatly support the country’s development priorities and will be an important step towards making Azerbaijan the digital center of the region.
