Another step towards improving professional skills of drivers involved in freight and passenger transport

The ceremony of opening new training rooms of the Transport Training and Education Center of the Ministry of Digital Development and Transport was held. The training rooms have been equipped with computers and video equipment by the German Society for International Cooperation (GIZ) as part of the private sector development and dual vocational education and training program in the South Caucasus, funded by the German Federal Ministry for Economic Cooperation and Development.

The event was attended by representatives of the Ministry of Digital Development and Transport of the Republic of Azerbaijan, the Embassy of the Federal Republic of Germany in Azerbaijan, the Transport Training and Education Center, the project manager of the German Society for International Cooperation in Azerbaijan and guests.

The representative of the German Embassy in Azerbaijan informed the event participants about his country’s support to Azerbaijan in the field of logistics. Acting Head of the State Road Transport Service Anar Rzayev spoke about reforms in the field of transport and logistics, the role of the center in reforms, opportunities for partnership with the private sector and plans for the future.

At the Transport Training and Education Center, trainings will be held for students on the specifics of driving, work and rest, as well as normative legal acts regulating the carriage of goods by road. These trainings will help employees of enterprises in the field of logistics and transport undergo practical training, learn on the job and be competitive. The center, which provides transportation services, has regional branches in Ganja, Shirvan, Lankaran and Bilasuvar to expand access to education.

The Private Sector Development and Vocational Education and Training Project is funded by the German Federal Ministry for Economic Cooperation and Development and covers the years 2017 – 2023.

The program’s main objective in Azerbaijan is to involve students in dual vocational education, the creation of new vocational specialties, professional development, and the involvement of the private sector in the process of strengthening the potential of teachers and a team of instructors in vocational education. The program also aims to promote employment and sustainable development of vocational education by equipping educational institutions with appropriate equipment as is done in the Transport Training and Education Center.

Note that the lack of professional drivers for both international and domestic transport creates problems with transport safety and the competitiveness of the industry. To eliminate the shortage of personnel in this area, the project “100 new drivers” is being implemented on the initiative of the Ministry of Digital Development and Transport. The primary objective of the project is to acquire experience based on international standards and increase the number of highly experienced drivers. The sponsor of the trainings is the Association of International Road Carriers of Azerbaijan (ABADA).

At the next stage, it is planned to train professional instructors by international experts in order to expand the role of the private sector in this area on the basis of public-private partnership, as well as to promote the development of vocational education and training in our country. Cooperation has already been established with Turkish institutions with relevant knowledge and extensive experience in this specific field. In the near future, the instructors to be trained by Turkish specialists will also train drivers involved in both domestic and international freight and passenger transportation by road in various directions. Trainings and knowledge assessment will be organized in rooms, as well as remotely with the use of communication technologies.

At the end of the event, a guided tour was organized for the participants by the Transport Training and Education Center. The participants familiarized themselves with the rooms equipped with computers and equipment by the German Society for International Cooperation.
