He was born in Baku.He studied International Economic Relations at Khazar University.He received a Master’s degree in Business Organization and Management from Azerbaijan State University of Economics.He studied at the University of Edinburgh, Scotland and received his doctorate in ICT in Education.He held various positions at the American humanitarian organization Relief International.He worked as a coordinator for special projects in the oil company Unocal Khazar Ltd.He worked as a manager at Mobile Exploration & Producing Azerbaijan Inc.He worked as a deputy director and then director of the Azerbaijani Representation of the American humanitarian organization Relief International.He was appointed as the head of the management group of the “Program for providing secondary schools of the Republic of Azerbaijan with information and communication technologies” in the Ministry of Education of the Republic of Azerbaijan.He worked as the head of the Department of Informatization of the Education System of the Ministry of Education of the Republic of Azerbaijan.He worked at Baku Engineering UniversityHe worked as a director at Enginet Invest LLC.He was appointed Acting Chief of Staff of the Ministry of Transport, Communications and High Technologies.
