He was born in Baku city.He graduated from Baku State University with a Bachelor’s degree in Law.He graduated with a Master’s degree in International Law.He received a Master’s degree in International Human Rights from the University of Essex, England, as a Chevening Fellow.He was admitted to the University of Oxford in England as a Weidenfeld Fellow to study for a doctorate.He received a Ph.D. in Law from Oxford University.He worked as a consultant at the Department of Administrative and Military Legislation of the Office of the Milli Majlis.He was rector of Azerbaijan University.He served as Deputy General Director of Baku International Sea Trade Port CJSC.He was appointed Adviser to the Minister of Transport, Communications and High Technologies.He was appointed Deputy Minister of Digital Development and Transport by the Order of the President of the Republic of Azerbaijan dated May 24, 2022.

He is fluent in Russian and English.
