He was born in 1977.He graduated with honors from the Institute of National Economy Management under the Cabinet of Ministers of the Republic of Azerbaijan with a Bachelor’s degree in Business Organization and Management.He graduated with honors from the Institute of National Economy Management under the Cabinet of Ministers of the Republic of Azerbaijan with a Master’s degree in Engineering Economics and Management.He graduated from the doctoral school of the Academy of Public Administration under the President of the Republic of Azerbaijan and received a PhD in law.He held various positions at the National Bank of the Republic of Azerbaijan.He worked as Deputy Executive Director of the Azerbaijan Mortgage Fund under the National Bank of the Republic of Azerbaijan.He worked as a member of the Board of Azerbaijan Mortgage Fund OJSC.He was appointed Deputy Chairman of the Management Board of the Mortgage and Credit Guarantee Fund of the Republic of Azerbaijan by the Order of the President of the Republic of Azerbaijan dated February 14, 2018.He was appointed Deputy Minister of Transport, Communications and High Technologies of the Republic of Azerbaijan by the Order of the President of the Republic of Azerbaijan dated February 3, 2021.
He is fluent in Russian, English and Turkish.
