He was born in 1977.He studied at the Academy of Public Administration under the President of the Republic of Azerbaijan and received a Bachelor’s and Master’s degree in Public and Municipal Administration.He holds a Master’s degree in Economics from the University of East Carolina, USA.He worked in the Center of Information Resources and Technologies and the Department of Foreign Relations of the Executive Office of the President of the Republic of Azerbaijan.He worked in the Market Operations Department of the Central Bank of the Republic of Azerbaijan.He worked as the head of the Department of Finance, Accounting and Economic Analysis of the Ministry of Communications and Information Technologies.He was appointed as the Chairman of Azercosmos OJSC by the Order of the President of the Republic of Azerbaijan dated January 24, 2011.He has been appointed as Minister of Transport, Communications and High Technologies of the Republic of Azerbaijan by the Order of the President of the Republic of Azerbaijan dated January 26, 2021.

He is fluent in Russian and English.

He is married and has three children.
