Rules of certification of telecommunications facilities and devices in the Republic of Azerbaijan were confirmed by decision №175 of August 21, 1998 (with additions and changes) by the Cabinet of Ministers of the Republic of Azerbaijan.

Main task of certification of telecommunications facilities and devices is to create and maintain the market of telecommunications  facilities and devices in the republic, to define the facts that technical parameters of telecommunications facilities and devices meet the requirements of interconnected telecommunication networks (ITN) of the Republic of Azerbaijan, national, international, interstates and other regulatory documents.

The certification procedure is carried out by AzInTelecom LLC under the Ministry of Digital Development and Transport of the Republic of Azerbaijan. On December 1, 2017 AzInTelecom LLC underwent accreditation process in accordance with the standards AZS ISO / IEC 17065: 2014 “Conformity Assessment. Requirements for bodies certifying products, processes and services” and AZS ISO / IEC 17025-2009“ General requirements for the competence of testing and calibration laboratories” and received accreditation certificates giving the right to issue certificates for telecommunications facilities and devices.

These certificates were renewed in 2021 by the public legal entity Azerbaijan Accreditation Center.

Main purposes of certification of telecommunications facilities and devices are:

• Creating necessary conditions for the activities of enterprises and organizations in the unified commodity market;
• Determining the technical level of telecommunications facilities and devices for use in Interconnected Telecommunication Networks;
• Rendering assistance to customers in purchasing quality products;
• Protecting customers from producers making low quality goods;
• Increasing technical level and quality performance of telecommunications facilities and devices (including electromagnetic coordination) to customers’ demands;
• Creating conditions for reasonable competition in domestic market;
• Creating conditions for the application of advanced technologies;
