About Ministry

Based on Decree No.1464 of the President of the Republic of Azerbaijan dated 11 October 2021, the Ministry of Transport, Communications and High Technologies was renamed the Ministry of Digital Development and Transport. The aim was to increase the implementation of digitalization and innovation in the country, develop radio spectrum management, communication and information technologies, improve regulatory mechanisms and create a healthy competitive environment.

The Ministry of Digital Development and Transport is the central executive authority implementing state policy and regulation in the fields of transport (except for cases determined by the President of the Republic of Azerbaijan), including maritime transport and civil aviation, communications (telecommunications and post), e-government, high technologies (information technologies, microelectronics, nano, bio and other innovative science-intensive technologies)
The ministry implements state policy and regulation in the fields of transport, communications, e-government and high technologies.

SİMA

SIMA is a cloud-based e-signature solution that combines facial recognition and public key technology (e-signature solution) and is provided to citizens for free.

SiMA can be used in the following areas:

Bank: ordering cards and loans, opening accounts, obtaining certificates and statements;
Non-bank credit institution (NBCI): credit order;
Insurance: obtaining insurance services;
GSM operators: online purchase of SIM cards;
ASAN Login: use of public and private services;
TV and ISPs: use of telecommunications services.

SiMA fully complies with laws of the Republic of Azerbaijan “On electronic signature and electronic document”, “On biometric information” and decision of the Cabinet of Ministers “On approval of some regulatory legal acts concerning electronic signature and electronic document in the Republic of Azerbaijan”.
