Education
2000: He graduated from Baku State University with a Bachelor’s degree in Law.
2002: He graduated with a Master’s degree in International Law.
2003: He received a Master’s degree in International Human Rights from the University of Essex, England, as a Chevening Fellow.
2009: He was admitted to the University of Oxford in England as a Weidenfeld Fellow to study for a doctorate.
2016: He received a Ph.D. in Law from Oxford University.
Career
2006-2007: He worked as a consultant at the Department of Administrative and Military Legislation of the Office of the Milli Majlis.
2015-2017: He was rector of Azerbaijan University.
2017-2020: He served as Deputy General Director of Baku International Sea Trade Port CJSC.
2021: He was appointed Adviser to the Minister of Transport, Communications and High Technologies.
2022: He was appointed Deputy Minister of Digital Development and Transport by the Order of the President of the Republic of Azerbaijan dated May 24, 2022.
