Ali Mammad oglu Abbasov




Was born on January 1,  in the city of Nakhchivan of the Republic of Azerbaijan.


Graduated from Moscow Power Engineering Institute on speciality Automation and telemechanics  and by appointment continued his education in target postgraduate study in Ukrainian Academy of Sciences.


Received academic degree of candidate of technical sciences by defending a thesis in field of microelectronics.

1982- 1991

He worked in various positions at the Academy of Sciences of Azerbaijan, headed  research and practical works on the development and application of computer and telecommunications  networks


In 1992, he was appointed Director of the Information and Telecommunications Research Center of Academy of Sciences (now - Institute of Information Technologies), and worked in this post until 2000. During this time, he was the project manager of the "Republican automated management systems" (RAIS - "Azerbaijan"), was executor and manager of several nationally important information systems and computers of special purpose. He headed  the creation of the Internet infrastructure in Azerbaijan,  was coordinator of EARN and INTERNET  networks in the country, coordinator for Azerbaijan in the NATO  Science Committee on Information Technologies, expert of UNESCO on information and telecommunications, represented  the Republic of Azerbaijan in the Trans-European Research and Education Networking Association (TERENA).


Defended a thesis on specialty of “Information processing and management systems” and received academic degree of doctor of technical sciences.


Received academic degree of professor in the field of Informatics.

2000 - 2004

He was rector of Azerbaijan State Economic University. He is the author of a number projects on implementation of fundamental changes for improving educational reforms and teaching quality at Azerbaijan State Economic University. During this period he   headed “Science and education INTERNET network development,” “Creation of distant education system in the republic,” “Virtual Silk Road,”  “ Special  talented group” and other important projects. He is the President of Computer Networks Association of Azerbaijan on Science and Education (AZRENA).


Elected full member of Azerbaijan National Academy of Sciences.

2001 - 2004

Member of Azerbaijan Milli Majlis (Parliament) and PACE  in  2001-2004. He is the author of the broad report  in PACE “Protection  of cultural heritage in Southern Caucasus”

2004 - 2014

Appointed Minister of Communications and Information Technologies of the Republic of Azerbaijan.


07 March 2014 - appointed Minister of Communications and High Technologies by the order of Azerbaijani President.


Minister of Communications and Information Technologies of the Republic of Azerbaijan since February 20.


Has special merits in Azerbaijan  in accelerating the transition to the information society and the formation of the digital economy, the introduction of new technologies and solutions of e-government and  the development of broadband services and human resources in the field of ICT. He is the head of the “Trans-Eurasian Information Super Highway”, “Regional Innovation Zone”, “Azerspace - telecommunications satellite” etc. national and regional projects.


Full member of International Informatization Academy and full member of  International Sciences Academy  , and  member of the Broadband Commission for Digital Development under UN Secretary-General,  member of the Institute of Electrical and Electronics Engineers (IEEE). In 1995-1996 Cambridge Biographical Centre has been recognized as the "International Man of the Year" in the field of science and technology.In 1995- 1996  he was declared “International Man of Year” in  the field of technique and technology by Cambridge Biography Center.


He is the author and co-author of more than 180 scientific publications and 18 monographs. He has prepared 14 doctors of philosophy in engineering sciences and 8 doctors of technical sciences.


Under the presidential order, he was awarded “Shohret” (Glory) order for his contributions to the development of information and communication technologies in Azerbaijan.
